The Academic Common Market
http://asa.regents.state.la.us/ACM
If a public institution in your home state does not offer a degree program in your field of study, it may be possible to arrange a waiver of out-of-state tuition for you to pursue that program at a cooperating public institution of higher education in another state. The states which have agreed to this arrangement together form the Academic Common Market. Currently, ACM-participating states are: Alabama, Arkansas, Delaware, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Oklahoma, South Carolina, Tennessee, Virginia, and West Virginia. Florida, North Carolina, and Texas also participate, but at the graduate level only.
